Core Business Functions

Maryland Commission on Kidney Disease's (Commission) mandate of protecting the health and welfare of the citizens of Maryland is accomplished through the diligent application of the Commission's Core Business Functions by the Commission and its administrative personnel.

Description of Core Business Functions
Commission's Core Business Functions are:

Survey Dialysis and Transplant Centers
Conduct an annual survey of all dialysis and transplant facilities to ensure compliance with the medical standards as established by the Commission. Motion all Corrective Action Plans generated by centers failing to meet the standards for compliance.

Certify Dialysis and Transplant Centers
Issue of a certificate number to each dialysis and/or transplant center, which is utilized by the Kidney Disease Program (KDP) certified patients.

Resolve allegations involving dialysis patients and/or centers
Investigate all complaints received involving improper patient dismissal from a center and/or a center's failure to comply with the established medical standards. Regulate the medical standards of dialysis and transplant centers. Make changes and enforce the medical standards as developed and promulgated in the Annotated code of Maryland and in Code of Maryland Regulations by annual surveys by investigating complaints of improper standards of care.

Prepare, oversee and reconcile the Program's Special Fund Budget.
Collect revenues, prepare annual budget for legislative approval; reconcile revenues against certificates issued; reconcile expenditures against the proper agency object codes; and prepare quarterly expenditure projections.

Approve procurement of services and commodities
Approve procurement of services and commodities via the corporate Purchasing Card, Commission controlled purchase orders and prepare requisitions for items, which have been restricted from program purchase.

Prepare various reports for DHMH management, DBM and other government entities.
Assemble, analyze and consolidate data to respond to various reporting requirements mandated by legislation and/or Departmental policy.

MISSION

The Mission of the Commission of Kidney Disease is to protect the citizens of Maryland and to promote quality health care in the field of nephrology and transplantation by:

  1. Certifying dialysis and transplant centers;
  2. Receiving and resolving complaints from the public, patients, courts, employers, employees, insurance companies, other centers regarding the health care providers in the center who may have violated the Commission's law (Annotated Code of Maryland, Health General Article, Title 13) and its regulations found at COMAR 10.30.01; and
  3. Setting standards for the practice of chronic dialysis and transplantation that reflect new and emergent developments in the practice of chronic dialysis and kidney transplantation through regulations and legislation.

VISION

A state that provides citizens qualified and certified dialysis and transplant centers to further the good health and well being of the citizens of Maryland.
